Even if they were both gay, there is almost no chance they'd ever be together, since Regina has repeatedly tried to murder Emma (almost killing their son in one attempt), murder almost everyone Emma loves, destroy a whole town, and is generally a conniving psychopathic murdering rapist who is only ever "good" for as long as it takes the writers to decide they need another close shot of her velvet-clad ass.
