He probably did have duties, just he was shirking them. I'm imaging a lot of those villagers who were gleefully singing at Belle in the beginning now cursing her name because suddenly they've got a demand for ten years of back-taxes and tithes, and the local bailiffs now having to arrest Gaston's buddies because suddenly the laws are being enforced. Then comes the day the local bookseller comes to plead with Belle that her husband, now she's rehabilitated him back into society, is going to cause his bookshop to close with demand for taxes and that he's facing charges for selling books that contain illicit materials. And that is the day Belle, or rather Princess Belle, has to learn about the law of unintended consequences.
Not that Princess Belle has to worry for long, this sudden re-imposition of taxes and laws on the free-wheeling villagers soon sparks of the French Revolution.

Dude couldn't even use a spoon right and no family member's bothered to check on him for years, but hell if they haven't already grabbed up whatever land of his was just lying around to tax the villagers in his stead. Plus, he's got little motivation to re-take the village and any pushback to his efforts plunges him into a now considerably less-effective sulk-roar-claw cycle. If anyone in that castle is going to end up ruling with an iron fist, it's Belle, and she's found and mounted Gaston's body up at the local tavern to remind everyone of it.
