No-one owns the rights, the stories are in the public domain. But otherwise, true.

Most of the stories are in the public domain (some are not yet in the US) but the character is not in either the UK or the US and never will be. ACD's heirs went to a lot of trouble to retain the rights to the character and Sherlock Holmes is legally intellectual property of his estate.
