He had a breakdown. The kid hasn't been in his right mind for a long time. He needs help and emotional support, but that doesn't make him a bad guy nor evil.

He was a dumb kid. Also, there's absolutely no indication that he ever did much more than small-time sales, and he was so clearly scared by the violence shown toward him that it's doubtful he ever actually hurt anyone in the process. Selling meth to fellow addicts is not the same as what Walt catapulted him into, which Walt did through blackmail and manipulation from the very beginning.

If the baby girl and teenager with cerebral palsy didn't have a shitload of meth money backing up their futures, it would be sad. They will not, however, be homeless. They can afford to stay in a five-star hotel just because their house ALMOST burned down.
