As long as you don't care about getting to know the characters and don't mind that half the scenes don't have any context until later in the episode or maybe even not until another 6 episodes.

Getting to know the characters? What does that entail for you? And the second part of your sentence is part of why the show is so great.

I think they're using that second part as a pacing complaint. I like The Wire, but it's not for everyone. I certainly found the pacing unsatisfying in many of the seasons- too slow at first, too rushed at the end of an arc.
