Or you're trying to avoid a fic centered around a certain pair or character. The mega-tag list you look at and wonder "are they a focus, or are they just a couple of paragraphs, or are they just mentioned offhand and never appear on-page". Seen all of that happen on the mega-tag list, makes the tag system useless for excluding fics as well as useless for finding fics. Like the person who doesn't warn for shitty OCs, it is all about an insecure author trying to sucker people into reading fics they don't want to read.

the "too much effort from the wrong person" solution would be for ao3 to add more tag categories:

main characters
secondary characters
very little roles/mentions

or more sensibly, grow a spine and let loose the suspension and ban hammers with a three-strike system

first offense: explain the rules of tagging and undo their bad tags, warn them to be more careful

second offense: remind them that the rules are there to make sure the tag system helps everyone and if that they don't play by the rules they'll get suspended. remind them also that if they're unsure about tags they can ask before posting

third offense: suspension for a few weeks or something

and if they are a repeat offender, banhammer

boom, problem solved

i mean, ao3 would lose its special snowflake status of welcoming everyone and transformative works blah blah blah but by goodness, it would get better

That's a terrible suggestion for a lot of reasons that can basically be summed up as "way too much work and way too much wank." Fortunately, it'll never happen.
