A member of One Direction tweeted something about wishing he had a flower crown (I have no idea if there was context to this remark or if it was just a cheerfully goofy thing to say), so members of the fandom started Photoshopping them onto pictures of him, and from there it migrated to the Teen Wolf fandom and thne to Tumblr in general. It's just one of those things that the internet latches onto sometimes, but as the poster above mentioned the Hannibal fandom has really gotten into it because of the "We have to laugh or we'll cry forever" mentality.

He tweeted "I wish I was a punk rocker with flowers in my hair" which is the opening lyric from one of the most annoying and stupid songs ever. Still, I don't mind the flower crowns that came from it.

Ah, thank you for the further clarification! I have to agree with the last bit; I find the whole phenomenon harmlessly goofy and a bit endearing.
