More likely, you didn't travel to someone else's town or had someone come over. Katie only appears if you've traveled before or you had her come to your town.

Nah I visited others towns from day 1 of owning. But she never visited so I guess I didn't Keep the game long enough or something. Only had it for like 3 weeks.
