This pretty much applies to anything people put a disclaimer on. Online it is often 'I'm not saying so-and-so is racist, but...', but in real life I personally hear a lot more of 'I'm not racist, but...' Either way, they're just trying to cover their ass because they know that what they're about to say is (at least borderline) offensive. Actually I think people are more likely to assume that the disclaimer is bullshit, where if the person didn't address the issue, listeners might give the benefit of the doubt that the person just phrased it badly rather than thinking they're whatever-ist.
