There's nothing wrong with making what you can now, even if it turns out crappy. Start it, post it somewhere like tumblr or DA for feedback. The more you actually work on it, the more you can actually improve so even if you can't finish it because it didn't turn out well, you can restart and change it.
Maybe practice by making small comics to learn how to do panels, pacing, etc.?
