I bet Steve Carlsberg isn't that bad. He's probably like that architect from Eagleton that Leslie Knope distrusted in Parks and Rec...

I haven't watched Parks and Rec, but I think I get you. I mostly assume that Cecil has an irrational hatred for Steve and the rest of the town generally likes him.

They COULD have some sort of history, but I doubt we'll ever learn that much about Cecil's back-story (though I know his childhood is going to be addressed soon, so maybe I'm wrong).

Then again, Steve questions things and doesn't seem totally brainwashed or desensitized to how fucking bizarre and wrong Night Vale and it's practices can be, so maybe Cecil sees him as a threat or just an outsider who doesn't fit into their way of life. Sooooooo many options.
