Actually, I've only seen chapped lips mentioned once in a kissing scene, and then it was in the context of "he'd always expected his first kiss to be a woman with soft, full lips, but instead he was kissing a guy with chapped, rough lips and he was still perfectly happy about it". It is perfectly possible that too many writers in your fandom are writing chapped lips as something sexy, but if most writers are doing it, I must really have had luck on my side when getting into all of my fandoms.

Also, what's up with your pissy condescending attitude?

Yeah, if anything kissing someone with "surprisingly soft lips" is the cliche you'd usually find, especially if it's about guys. I can only recall chapped lips being brought up to make a point about a character, like they're the rough and tumbled, non-metrosexual types or something. I can only guess that this could be a trend for a particular pairing or fandom and the OP's conflated that with how fanfiction at large operates, but I don't know what's up with their crazed, obsessive attitude here.
