Not really- At first Emma had no intention of getting involved in that situation. It was only when she realized that Regina was an emotionally-abusive sociopath that she started wondering if Henry would be better off with her. Even then, she was still ready to walk away and leave town.

At this point in the storyline, neither Emma nor Regina has any kind of legal right to Henry, and he's been pretty clear that he has two moms, so I don't see how this is anti-adoption.
