It's pretty much a really big margarita with olives. Some recipes call for sprite and/or orange juice. There's not really a set recipe. I have a restaurant that makes my favorite version. From what I'm reading about it, it's not really a drink that people know outside of Austin.

Margarita...with olives? Now, I love both margaritas and olives, but that just sounds wrong. =P
