Besides Kotetsu still cries over Tomoe's death, so I don't picture him wanting a relationship too soon (I know there's widow people that get married and all...).

How people can still think that? A major point of the show was Barnaby letting Kotetsu heal and start anew. You can see in the last episode how Kotetsu is much more comfortable and optimistic about his future. As if that wasn't enough, in a three minutes-long postscript to the show called "Side Tiger Special" ("Side Bunny Special" had a similar short animation placed at the end of episode 13) clearly shows Kotetsu being dedicated and not-so-subtle about Barnaby (buying a "romantic", expensive champagne and inviting him for a "special evening just the two of them"). That doesn't really leave much room for doubt about reciprocation of Barnaby's affections either :) And it's 100% canon material taking place one month after the events of ep 25. So, in short, Kotetsu is moved on, content and wholly invested in his new relationship.
