The show has a real problem with adding new characters and not fully developing the ones they've already got.

THIS SO MUCH.

I think 3a really felt the affects of three cast members leaving, who were pretty essential to the show. Jackson leaving really affected the flow of the show and I think caused problems with Lydia's storyline and the packs. Erica and Boyd were awesome pack members as well, so they're leaving didn't help either. Hopefully 3b will find its footing again.
