I'd argue that Silent Hill 2 is the least scary of the original 3 games. (I don't acknowledge anything besides 1 through 3 and Shattered Memories.) It's more melancholy than anything else -- its horror elements are largely understated compared to the other games.

You should give Lone Survivor a try -- the Director's Cut is on PSN (if it doesn't show up on Steam soon I'm buying the PSN version) and in terms of theme and tone it's very, very similar, despite being a 2D side-scrolling pixel type thing.
