No, it's not. This one, specific, girl finds it to be horribly offensive (it's laughable that she attempts to connect it with the n-word. A word so offensive people can't even refer to it in the most clinical of terms). Being PERSONALLY horrifically offended by something doesn't give it that same weight.

The biggest way it can be offensive is that gypsy =/= Romani all of the time.

I'll point out the biggest flaw in her entire reasoning: people used it hatefully because they hated the subgroup, not because it was meant to, on its own, denote offense. If I call you "bitch", you don't say "What? It's just a way to refer to women!", because it's not. It's an INSULT to refer to women. Gypsy isn't an insult to refer to Romani.
