Fresh off the latest episode of POI, I'm inclined to say no, because I was actually just flailing around about how half the allure of the episode is the fucking awesome cast it's built up, and how it's used them in a manner that lets the viewer know them as well as they've come to know each other.
My personal problem with BL is that they clearly have no intention of resolving the central mysteries (Why did he turn himself in? Why will he only deal with her?) because that's the hook they're hanging the show on, but that aspect, not knowing what context to take things in, is not helping me feel any investment with the characters.
On the other hand, the plots-of-the-week have been interesting and they have plenty of places they can go with that - again, different from POI, though, because the very premise of that show is that they are alerted to 'everyday' crimes that are disregarded by the government, while BL is focused on bigger criminal masterminds and terrorists.
