"Whatever they were trying to demonstrate by it, it didn't work."
I respectfully disagree. The point was to emphasize that all these things citizens are used to having (monuments, parks, NIH, etc) are government-run; things that citizens may not always remember. That was an effective political move to light a fire under Congress by means of irate constituents (because all those furloughed government workers isn't going to do it). If the constituents complain in high enough numbers, the elected officials, especially those with an upcoming election, are going to listen.
