The uniform also forces her to wear it in the first episode against her will, which was played as humorous but gave a lot of people rape vibes. Episode three, it's learned that to unlock the uniform's true potential, Ryuko, the protag, has to bond with it by not being embarrassed by wearing what's basically the most ridiculous stripper uniform ever (which is acknowledged as such in the show) in front of all her class mates.
I'm firmly in the camp of the fanservice is played awfully. If you want me to support that, I'm game.
