There is a vast difference between race and culture. African American is exclusively a race (or part of one, dunno why Americans can't just use the same term as the rest of the world). Romani is primarily a culture. Being born a particular race won't make someone a criminal. Being raised in a culture where theft and destruction are the norm will make someone a criminal. Romani who choose to live by the laws of the places where they live instead of Romani laws and practices are usually cast out.
