You don't really get to choose what you have an opinion on. That comes from being really engaged in the issue... hopefully.

Now if you're saying something like "I have no opinion on human trafficking," that's kind of awful. If you're saying "I really have no opinion on this government shutdown, fuck it" that's understandable.
