I always viewed it as them eating seaweed, or maybe some other kind of non-fish matter.

Because during Triton's argument with Ariel, he rants about humans, saying "Spineless, savage, harpooning fish-eaters,".
I assumed this meant that the merpeople did not eat the other sentient sea creatures.

Yes, and it's also conceivable there's a difference between intelligent sea life and non-intelligent. After all, the shark seemed mindlessly ravenous. So it's possible that only sea creatures under Triton's dominion are intelligent, and everything else is fair game.
