I think arousal exists on a continuum - you know how when you're a kid you get that first "he makes my heart beat faster" or "my stomach did a backflip" thing? I mean those are still things, someone's physical response may not extend all the way to genital arousal and/or wanting to masturbate (whether they actually do being a whole 'nother thing). I would call that arousal even if it's to a lesser degree. And usually to me "wow, he's hot" means that if we were in closer proximity to each other, and possibly requiring me to get to know him a little better, some of those physical responses might happen even if they didn't initially. That's where I draw the line between that and aesthetic attraction, which isn't the same at all.
