some examples were given above, i think. mothers that teach children to be bigots was one. i can think of a lot of stuff that would be p. terrible parenting but not legally fall under "abuse". like pushing religion on them. or conversely mocking their choice to be religious. or not being emotionally available. or being too emotionally forward and having the kid worry about their problems. being too hovery and worrying about their every move. letting the child have too much free reign to try anything they want. teaching the child to not trust anyone beyond reasonable limits and instilling paranoia of the world, and all this in good faith thinking they're doing their best for their baby. i could go on

It was more a question to OP of what their mother did that made them so bad.
Sure the above examples are agreed on, hell my mom has since become one of those nut cases who pushes her religious intolerance if you let her, I don't.

However, I had someone on plurk once complain that their mother went out and bought herself chocolate for Easter w/out giving plurker any--she was 23, didn't go to school or work but felt it was right to call her mother a complete bitch because how dare she buy something and not give it to me. So yeah, there are levels of bad and it needs to be defined on what OPs definition is before anyone can really agree/disagree with them.

While the phrase is 'free rein,' in this scenario reign also works, as we're talking about someone who isn't supposed to have authority or rulership, which is interesting
