You can most certainly like horrible characters without approving of their horrible actions, but it's not exactly hard to notice the trend of people who excuse their horrible actions in ridiculous ways. I've seen people come up with excuses for genocide, torture, rape, murder, etc, because they loved the character that committed the atrocity. It happens more often than not. You'll have a harder time finding Loki fans who say "he was terrible and I find him interesting" compared to people who say "but... look at his childhood!"
