I know, they really should be state-run as an essential service and given more money for staff and ambulances and split into manageable areas. In my local area we don't have nearly enough ambulances or paramedics, and they're covering an area so wide some calls take them up to 45 minutes to reach after they're dispatched.

I kinda wish people wouldn't assume those things about this sort of thing, then they get horribly caught off guard like OP. Like that thing about all doctors having to help people if they're near an accident - they only have to do that if they announce themselves.

I think it's the fact that you can call the government emergency services and get an ambulance that confuses people - 911 centers are funded by the state, as are fire and police services in most places, so it's counter intuitive that ambulances should be the exception.

Ah, yes, I can see why that would confuse people. It very much is counter intuitive.
