Peerblock is essentially a program that blocks incoming connections as well as outgoing ones. It uses a pre-defined list (updated regularly and downloaded by Peerblock itself, plus you can add your own) to determine what connections to block, and which ones to allow (there was a time when Steam had trouble with Peerguardian, Peerblock's predecessor, and you had to manually allow connections. That's all been sorted.)

It mostly blocks a very large list of known bad connections, everything from governments (lots of China connections) to anti-P2P companies, so on and so forth. I find it very useful. I started using PG after I got a couple of letters from my ISP. That was 2007. Haven't had an issue since, and I download way more than I used to.

It's not a 100% safe solution, but it's definitely better than not having it.
