This is what I assume, too, though I think it's also about the low level of exposure too (from racism, usually, in the West).

In many non-white countries I've been to, the attitudes towards white-majority culture seems to determine how popular whiteness is - in advertising, beauty standards, popularity of white actors and singers. Whiteness might be other in SE Asia, for instance (as compared to the Middle East), but I don't know how "Other" it is, because whiteness seems quite pervasive as a positive thing.

Mind you I'm speaking as a white outsider.
