It's kind of hard. If you're looking for a specific fandom then ask, but right now things are kind of spread out.

AO3 is a really good place for fic, but if there isn't enough there (since you need an account and those are sometimes hard to come by) I usually search "*insert fandom* fic recs." That will come up with fics that people have recommended, sometimes with an explanation, so you can find fics that you like.

As for conversation, it really depends. LJ still has comms for fandoms, but they aren't super active, or might not be. My biggest fandom (JPop) centers around a couple of forums and a bunch of Facebook groups.

I don't think you need an account to read on AO3, just to upload or subscribe.

You don't, but I just meant that not everyone posts fic on AO3, since you need an account. So there's generally less than, say, FF.net or on Tumblr. This isn't necessarily a bad thing (since there's usually a pretty good level of quality on AO3) but it just means that there may be some good fics not on the site, and if you ship a rarepair you may want to search elsewhere.

Yes and no. Most fics are open to the public, but when you upload fics, there is an option to restrict viewers to those with AO3 accounts.
