I'm afraid I don't know, but it looks like a flashback scene, since the style looks fairly contemporary but it has Dick in the Robin outfit.

Not that I've read the series, but the subject matter suggests Rise of Arsenal, and the art style is relatively consistent with Geraldo Borges (the primary artist on RoA). Can't tell you the issue, specifically, that would have shown up in, though.
