Borgia: Faith and Fear (NOT The Borgias) comes to mind. Tumblr has a few posts dedicated to gifs and pics. But there are no fanart or fics for this show at all! Anywhere!

This cannot be helped: there are always going to be non-existent fandoms. But there are two possible approaches.

1) start producing your own content yourself for this fandom and they will come. I guarantee it. Fanfiction or meta discussions or graphics or icons, it doesn't matter. The platform doesn't matter either: use whatever you yourself prefer or take this opportunity to set up a account, a new alias even.

You don't have to be a genius, you just have to be persistent: if you keep producing content, they will come. It may take years (this is where talent comes into play, so go with your strengths and don't hesitate to diversify), it may not be huge numbers, but they will come.

2) look for an existing fandom which canon material is of interest or that you have already seen/read, even a small one, and join the fandom (I recommend LJ/DW community). Then use all the creative stuff to let yourself be drawn into this fandom: your love will grow proportionally to your time investment and the number of fics/pics you have enjoyed. You will eventually want to start contributing, even with simple admin tasks if you are not the creative type and be a full fandom participant...

What you cannot do is force a fandom into existence if you are not prepared to produce creative content yourself: this can only be done in existing, and preferably large fandoms (speaking as a non-creative person myself... )
