No. Verity Lambert didn't even create the idea of the Doctor regenerating at all at the start of the show.

" Mr Newman urged the controller to temporarily reintroduce Patrick Troughton, a former Time Lord, to steady the TARDIS and pave the way for the most radical change in the show's 23-year history.

He wrote: "At a later stage Doctor Who should be metamorphosed into a woman.

"This requires some considerable thought – mainly because I want to avoid a flashy, Hollywood Wonder Women because this kind of heroine with no flaws is a bore.

"Given more time than I have now, I can create such a character."

He called for the female time traveller to be accompanied by a trumpet playing schoolgirl in "John Lennon-type spectacles" and her graffiti-spraying "yobbo" elder brother. "

Ah this was the anti-Colin Baker renewal document written when he'd gotten very senior in age and Grade was actively shoppping around for ways to hard crash the show. Newman had little to do with Doctor Who even during its formative stage of course. Lambert did pretty much all the heavy lifting. You might as well give the same weight to Tom Baker's cries that Romana ought to have been replaced with a talking animatronic cabbage.

Even Sid Newman didn't plan on it in the 60s. It was one of a number of ideas he came up with when the BBC asked him to come up with some headline attention grabbers at the end of the 80s. None of which were accepted by the BBC at the time, nor by any of the team since. So don't pretend it is some sort of SJ masterplan.
