1) most people are shallow and (in work place especially, but not only) will trust you more if you fit society standards of hygiene and clothes / make-up / hair. You don't have to be a fashionista or a top model, it's not as complicated. Just being aware that taking care of yourself is, in most people's minds and whether you agree or not with it, a sign that you care about the rest of the world.
And if people trust you more, you get to do more things, and be more confident.
2) you know that thing some actors say about how they pick clothes and external signs to help them internalize a character? It's actually how most people work. The inside affects the outside, but the opposite is true too. Applying make-up and better clothes and generally trying to upgrade my appearance made me feel more confident, because I'm happier about the result in my mirror.
If you start the day by avoiding mirror and thinking that you look like shit, it's never going to lighten your mood and boost the confidence you show, now matter how confident you may be in other skills.
