So can fish. But if you became a fish, its sex wouldn't be your biggest issue, would it?

But the Doctor isn't becoming a fish. Or a human, or changing his species at all. Given that changing personality quirks and appearance is something he is accustomed to, but changing gender(?) would be an entirely new experience (and one that may not be at all usual for his species) I'm going to take a wild guess and say that it would matter.
