Really, you're so certain there's two genders, as understood by humans? We already know in canon (Gaiman episode?) that "he" can regenerate into "she", and we don't really know how much that is internal gender identity vs physical appearance, or whether that makes much sense at all in Gallifreyan terms.

Even though the Corsair can change between make and female that doesn't mean that they're a third gender. All it means is that they have been male at one point and female at one point.
