Hypothetically if I were to call Adele* ugly would I then be given the same "Well if she's not your type, I think that's fair" treatment?
No. I would be cut upon by the outraged masses. The dog pile would be seen from space.
So TL;DR doesn't it seem like the whole "Ugly is in the eye of the beholder" idea is only a device used to justify insulting the conventionally "attractive"?
*Bad example, because I actually find her rather cute and don't think she counts as "Fat" or "Ugly" under any microscope, but you go ahead and pick any other famous "Fat" person. Marget Cho, Maybe? Bonnie Burton? or someone who is simply not conventionally beautiful, maybe Mayim Bialik? Readers choice. Pick a famous person who's looks do not fit the conventional hollywood standard.
