My headcanon is that the Corsair is genderqueer or agendered or something like that and that's why the Corsair can regenerate as either male or female.
The Doctor, however, is a man, and so even if he regenerated in a female body, he'd still be a transgender man. I, personally, would like to see transgender issues handled nicely in a show I like.

That said, transgender issues and modern TV do NOT go well together, and I'd much rather the doctor keep on regenerating as male and avoid the clusterfuck that would inevitably ensue.
