It's the ones who do the large, public gestures that get Tarquined. Those that know how to slip in small acts of compassion "under the radar" -- Tyrion, for example, Davos, and Sandor (though I suspect the latter would kill anyone who accused him of compassion) --- at least in the TV series have mananged to survive.

I suppose it's that the truly terrible are SO far off the normal scale that they do make the "not always completely terrible" ones seem almost saintly in comparison.
