I think you might be confusing platform with audience here, OP. I mean, whether most of us read a fic on AO3 or FF.net doesn't determine whether we leave a review or not. What FF.net has over AO3 in that department is a much larger readership of (generally) younger fans; of course you get more reviews.

Personally, I leave reviews whens I like a fic and when the fic doesn't have a ton of reviews already. Usually I think they make good pick-me-ups for fics that seem ignored.
