Actually, if the review is along the lines of 'great job' or 'I liked it', then it's the same as a kudos. I've seen fics that have pages of reviews that consist predominantly of just that. I'm not a writer, but it seems to me that the kudo system would be better since it meant the reviews I got would be more substantive and I wouldn't have to sort through all the 'awesome story' ones to find the more detailed ones while at the same time I'd still get acknowledgement from people who aren't good at writing reviews but still liked the story.
