I don't really agree tbh. Sometimes villains are heroes (or anti heroes) is fun. They do things that we would never do. That doesn't mean we'd support those actions irl. But I can definitely see how a character like Hannibal could be portrayed as a anti hero in another media. We've all had moments when we get annoyed at people who are rude or have bad manners. His actions are the very very extreme of that annoyance.
