I couldn't ever say something like that. Kids can't consent IRL. "Can't" as in "not able".

However this is a shota storyline with unrealistic rules of consent meant for kink, that rule out rape, because I strongly dislike rape and rape storylines and didn't want to rp the rape of an underage party. Hits too close to home, I rp the shota half of the couple.
