I wonder if part of that is because you can find fanfic that's more geared to your taste? I know with some series, I prefer the fanfic because it's more emotionally satisfying for that reason. So, the fanon in those stories is (IMO) better than the canon.

IMO, "Better than canon" just means "more to my tastes" when it comes to fan fiction.

I think it can mean objectively better by the standards that are generally used to judge fiction, but people often conflate "I like this" with "this is good" so it's hard to tell which one someone means ("more to my taste" or "technically better") when they claim that a fanfic is better than canon.
