In person or on facebook, say it straight up. "Hey, saw you recently figured I'd come over and say sorry. I was young and stupid and did some stupid shit, just wanted to let you know I regret that." Or however you need to say it.
Just remember that it's his right to not forgive you to. Don't let that get you mad or down. You did what you could, and now you can move on from it with some closure that at least you said your peace.
Unless you like, did something so bad it'd literally trigger him to see you again. Then you stay the fuck away.
