What makes you think that Eren doesn't have control or isn't particularly disciplined? The fact that he was ranked so high as a trainee when he has no particular talent, shows that he has some discipline. I think Eren is just impulsive, and this isn't impulsiveness per se, but just that the desire to act on what he thinks is right overcomes any self-restraint.

Also, Eren is under Levi's care. Levi will talk to him etc. But to me it's nothing special or intimate and doesn't really show that Levi has a particular interest in Eren (outside of the fact that Eren is invaluable to the Survey Corps as a weapon).

Okay, I'll grant you impulsiveness as a better descriptor than undisciplined, though I think they're two sides of the same coin. Strong discipline can overcome impulsiveness, and like you said, his desire to act overcomes self-restraint. The reason I see this as a partially negative quality is because for example, had he had more self control he /might/ have been able to manipulate the situation with B&R a bit better. As it was, he got pissed off and started yelling and then couldn't do much afterwards because they restrained him. This is a situation where more discipline and self-control might have served him well. The anime damaged his character a lot in the last episode, which annoys me, because they took a situation where Eren had been in control and made him into a raging berserker again.

Okay, that's up to interpretation at this point. I don't think Levi/Eren is canon, so I can't prove to you canonically Levi is greatly interested in Eren. I do think that there are seeds there to be developed, and that developing a relationship can lead to a very interesting dynamic and parallels between the two, and that's why I ship it, but clearly that's my own interpretation based on my own reading.
(I do think, however, there are plenty of fandoms where shippers ship based on less; people ship a dynamic, it doesn't have to do with them being in love in canon.)
