I think the general idea is that it's like having your libido lack any settings between off and high- that they're functionally like an asexual person in terms of sex drive when they're not in a relationship, but start experience sexual desire in a more typical manner when romance is in the picture.

I don't really get it on a visceral level, but there are a lot of turn-ons/kinks/fetishes/etc that I don't get on a visceral level, and as long as it's not hurting anyone it doesn't really matter, IMO.
