Oh! I have not seen a single person talk about 'gay propaganda' in WTNV. But then again, I don't follow any assholes.

I've seen people talk about it in exactly those terms. Cecil is the most adorable propaganda I've ever seen. <3

apparently some people tweeted/emailed the writer of the show saying they liked it, but that they thought Carlos/Cecil was unnecessary and propaganda.

The writer had none of that shit, but the fact stands that someone thought they were right enough to email the writer himself about it.

I've seen quotes floating around where Cecil (the real one) is speaking up about it.

Welcome To Night Vale is a proper example of "Why not make him gay" in my opinion. It's relevant to the teams interests and done well.

I've seen "gay propaganda" used a lot, and it's seeped over into other fandoms, but always as a joke, or hyperbole, or in a "suck it, homophobes" sort of way.
