I thought it was poor manners to look at your phone if you're talking to someone, in any community. Unless, of course, you're looking for something that they've just asked you about.

I baby-sit, and I always look at my phone while baby-sitting in case it is the mom. Same if I'm making small-talk while waiting to pick up the kid from whatever. Is it still considered poor manners?
